Site works take-offs mix a few different measurement bases in the same division — asphalt paving by area, curbs by lineal meter, fencing by post spacing — which makes it one of the easier divisions to under-quantify if you're applying the wrong unit basis to the wrong line item.
Bituminous Surface Treatment, Per Square Meter
A standard bituminous surface treatment (the sprayed bitumen + aggregate seal coat commonly used on lighter-duty pavement) runs approximately 3.0 liters of bitumen and 22.0 kg of aggregate per square meter. Where a heavier open-graded plant-mix course is specified instead, the aggregate allowance rises to around 80.0 kg per square meter — nearly four times the material for the more substantial pavement course, on the same area.
Curbs: Concrete by the Lineal Meter
Curb (and similarly-profiled fence footing) concrete is typically estimated at about 0.06 m³ of concrete per lineal meter of curb — a compact cross-section repeated along the run, rather than the slab-style volume calculation (length × width × thickness) used for pavement itself. Multiplying total curb length by this factor gets you straight to concrete volume without needing to separately compute the curb's cross-sectional area.
Fencing and Line Striping
Fence posts are typically spaced at roughly 2.5 meters center-to-center, which converts a fence run length directly into a post count. Parking lot line striping paint is usually figured at around 25 meters of painted line per liter of paint — a coverage rate rather than an area rate, since striping is a line-width application rather than a flood coat.
Why Site Works Estimates Drift
Because this division mixes area-based, length-based, and count-based line items in one BOQ section, the most common estimating slip is applying an area-based unit rate to a length-based item (or vice versa) when copying a template from a previous project. Confirming the unit basis per line item — not just the material — is worth the extra few seconds it takes.
Worked Example: Paving, Curbing, and Fencing Together
500 m² of standard bituminous surface treatment needs roughly 1,500 liters of bitumen (500 × 3.0) and 11,000 kg of aggregate (500 × 22.0). If that same area were specified as a heavier open-graded plant-mix course instead, aggregate alone would jump to roughly 40,000 kg (500 × 80.0) — nearly four times the material for the upgraded pavement course. Alongside the paving, 100 lineal meters of curb needs about 6.0 m³ of concrete (100 × 0.06), and a 50-meter fence run at 2.5-meter post spacing needs 50 ÷ 2.5 = 20 spacing intervals, or 21 posts.
Common Mistakes
The recurring mistake in this division is applying an area-based unit rate to what's actually a length-based or count-based line item, or vice versa — easy to do when copying a BOQ template from a previous project where the line items happened to be in a different order, or where one project used curb-and-gutter while another used curb alone. Because paving, curbing, striping, and fencing all sit in the same general division but use four genuinely different measurement bases (area, length, coverage rate, and count), confirming the unit basis per line item — not just eyeballing whether the material name matches — is the specific habit that prevents this category of error. The second common mistake is confusing the two pavement types' aggregate rates, since they share the same unit (kg per m²) but differ by nearly a factor of four — a plant-mix specification priced against surface-treatment factors comes in dramatically under-material, and the two are easy to conflate at a glance if the drawings aren't checked carefully for which course is actually specified.
